Reminder – Daily Occasional Teacher Benefits

Dear Member,

Daily occasional teachers employed by a Catholic District School Board are eligible to enrol in the OECTA Occasional Teachers Benefits Plan from September 1, 2019 to August 31, 2020.

Participation in the plan is voluntary and 100% of the premium costs are member paid. All members who join are required to stay in the plan for 12 months unless other arrangements are in place with your school board.

Members are required to have worked at least 50 days in the previous school year to be eligible to join. If you were enrolled in the plan in the 2018-19 school year, you will be grandfathered and eligible to participate for the upcoming benefit year.

2019-20 plan changes

OECTA has made important changes to the plan effective September 1, 2019 in order to ensure its financial viability and alignment with the OECTA ELHT Benefits Plan. To learn more about these changes and review the coverage details, please see the attached 2019-20 benefits guide.

What you need to do if you wish to participate

You must communicate your interest to participate in the 2019-20 plan year as soon as possible by completing the Eligibility Authorization Form and clicking ‘Submit’. This form must be completed by September 30 to be eligible to join the plan for the 2019-20 school year. You will receive confirmation that OTIP has received your form at the email address provided and then you will receive an enrolment email from OTIP within 10 business days outlining next steps on how to enrol.

During the enrolment process, you will be asked to provide personal information, add eligible family members and co-ordinate benefits. Please note to complete your enrolment and begin using your new plan, you must provide your banking information for your monthly premiums.

Your benefit premiums

As you are responsible for paying all your benefit costs, your initial premium payment may include premiums for multiple months depending on when your enrolment information was received and processed.

You must complete your enrolment within 31 days of receiving your enrolment email to have coverage for the 2019-20 Occasional Teachers Benefits Plan year.

Information about your benefits

Once you complete your enrolment, a new benefits card will be mailed to you and you will be able to submit claims online as of September 1, 2019. If you were a member of the OECTA Occasional Teachers Benefit Plan for the 2018-19 school year, your current benefits card is still valid and can be used. Any unpaid claims incurred up to and including August 31, 2019 must be submitted within 90 days of the plan ending by completing the Extended Health and Dental Benefits Claim Form.

Should you gain benefits while working in an eligible LTO assignment, your benefits through the OECTA Occasional Teacher Benefits Plan can be suspended until your LTO assignment is complete. Your claims history and benefit maximums will follow you from plan to plan.

To be approved for coverage, you are required to submit an evidence of insurability form. The Evidence of Insurability can take a few weeks to process and we appreciate your patience during this time. If you were approved for Evidence of Insurability in the previous school year, you are not required to send in the form again. If you have not been approved for Evidence of Insurability, you will receive the form for completion in the next 10 days.

The email will be sent to your board email address or the email OTIP has on file for you if you have previously provided an alternate email address.

Benefits coverage for July and August

If you are eligible to participate in a group benefits plan through OTIP over the summer months, you will be contacted by email within the next 10 business days with further details and instructions on how to enroll.

Benefits coverage for September 2019 to June 2020

Beginning in August, OTIP will provide details on the OECTA Occasional Teacher Benefits Plan including important information such as coverage levels and actions required to complete enrolment in the plan.

Important update about the OECTA Employe Life & Health Trust (Health Plan)

Please be advised that, effective September 1, 2019 the Basic Life Insurance, Extended Health and Dental rates will be adjusted as follows:

• 40% decrease to basic life rates

• no change to optional life rates

• 20% decrease to AD&D rates

• 4.3% increase to health rates

• 2.9% increase to dental rates

Given these rate changes the benefits costs can be managed for a short period of time (while we await the outcome of provincial bargaining) within the funding currently available to the OECTA Benefits ELHT. This means that most of the membership will not be adversely affected by these interim benefit premium rate changes.

A member working 1.0 FTE is not affected by these rate changes.

Only those members who are required to contribute some percentage of their benefits premiums will be affected – i.e. members on non-statutory (personal) leaves or part-time teachers who pay a pro-rated share of their benefit premiums.

The long-term sustainability of the plan remains the OECTA Benefits ELHT Board of Trustees priority. It is important that all members are clearly aware that, given the Trust’s financial situation and the climate in the education sector, the ELHT may need to make mid-year changes to the current benefit plan funding arrangements and/or to the existing benefit plan design if there is not an increase in government funding.

Important Changes to Life, Health, and Dental Benefit Rates for Members on LTO

Effective September 1, 2018 the basic life insurance, extended health, and dental rates will be adjusted as follows:

  • Basic life rate will decrease by 5.1 per cent
  • Extended health rate will increase by 3.9 per cent
  • Dental rate will increase by 2.9 per cent

The rates for accidental death and dismemberment, and optional life insurance, will not change.

How does this rate change impact you?

A member working 1.0 FTE is NOT affected by these rate changes.

A provincially negotiated benefits funding increase for the 2018-19 school year, and the reduction in the Basic Life Insurance rate, means that these rate changes can be managed within the funding currently available to the OECTA Employee Life and Health Trust. This also means that most members in the plan will not be impacted by these rate changes.

A member who pays some or all of their benefit premiums will be affected by these rate changes.

Those members who are required to pay some percentage of their benefits premiums will be affected by these rate changes – for example, members on non-statutory (personal) leaves, or part-time teachers who pay a pro-rated share of their benefit premiums. The following chart shows the corresponding impact (before any proration).

Taxable Benefits – Basic Life and Accidental Death and Dismemberment (AD&D)

T4A Income Tax Slips for 2018 –   Please be advised that, as per the current income tax provisions, the Basic Life and Accidental Death and Dismemberment (AD&D) benefits premiums which were paid by the OECTA Employee Life and Health Trust (ELHT) on the member’s behalf during the 2018 calendar year are taxable benefits.

Members (and former members employed during the 2018 calendar year) will be receiving a T4A Income Tax statement for these taxable benefit premium amounts. OTIP, as the ELHT’s third party provider, will be issuing the T4As directly to members and former members (as appropriate) on behalf of the OECTA ELHT Benefit Trust.

OECTA Benefits for LTO positions 3 months or more

Benefits After LTO Ends – apply NOW for coverage with the Daily OT benefit plan

LTO teachers who are currently covered under the  ELHT Benefit Plan will have their benefit coverage end when your LTO ends!

OTs working in LTO positions that are 3 months or longer in duration are eligible to receive OECTA’s ELHT Benefit Plan.  You must register with OTIP, the provider, and receive an OTIP benefit number and card.

For OTs Who Purchase OT Benefit Plan and subsequently work in LTO  assignment

Finally, should you purchase the OECTA OT Benefit Plan, and subsequently work in a LTO assignment of 3 months or longer in duration, making you eligible to  receive benefits through the OECTA ELHT Benefit Plan, your benefits through the OECTA OT Benefit Plan will be temporarily suspended and you will NOT be required to pay premiums for the OECTA OT Benefit Plan until the LTO assignment ends.  When your LTO ends, your OT Benefit Plan and payment of premiums will be reactivated for the remainder of this benefit year (August 31, 2018).

Shortly after your enrolment is complete, you will receive a benefit card(s) in the mail.

Osteopath Services – Changes to Reimbursement

Attached is a notice of upcoming changes to reimbursement for osteopath services. This letter has previously been sent to some members by Manulife and OTIP.
